Our Direct Client in DownTown St. Louis is seeking an experienced Contractor - Program Manager who will be responsible for managing enterprise-level initiatives and programs for the IT Governance Office within the Treasury Technology Services department. The ideal candidate will have extensive experience managing large enterprise initiatives as well be very process-centric to help define and support IT Governance processes in an Agile environment enabling automation in technology delivery.

Support the strategy and execution model for maturing the governance and capabilities of Application Development teams as well as Enabling teams. Partner with the leadership of DevSecOps Office, Architecture Office, Data Management Office, Test Automation Center, Agile Center for Innovation and Application development teams to help define processes to support Agile delivery and enhance process adoption throughout the division.
Provide support for strategic enterprise-level initiatives/programs. Align plans and strategies to the larger program vision to achieve macro-level benefits and results. Identify and manage dependencies across various Shared services initiatives and develops program risk mitigation strategies. Provide support for establishing a set of engineering metrics and dashboards to elevate team and individual performance and to identify pain points/disruption of flow
Maintain all Program Level process documentation in accordance with department procedures. Identify and define process deliverables and artifacts that will become established department standards.
Deliver on the goals of programs/enterprise initiatives, facilitate periodic reviews with the Program Sponsor, obtains approvals at key decision points to assure delivery of intended benefits and proactively recommends recalibration or conclusion of the Program based on an assessment of benefit realization. Influence stakeholders at all levels and departments to accept and support broad Program Level changes
Responsible for monitoring and communicating status of Programs/initiatives.
Educate, coach and provide awareness to key constituents including the Agile teams, Treasury division stakeholders and leadership on the effective use of SDLC frameworks including Scrum and Agile development techniques, and IT Governance policies and procedures to minimize the risks of Audit findings and/or Board of Governors comments.
Ensure Quality Reviews are completed accurately and in a timely manner to align with sprint plans, release plans and product roadmaps. Assure compliance to FS standards and Treasury Technology Services Policy and Procedures.
Stay abreast of industry trends, emerging technologies and methodologies to provide thought leadership towards incorporating innovation and best practices in to day-to-day work of the team
Establish and maintain communication and good working relationships with team members as well as stakeholders within the division
Oversee multiple initiatives simultaneously while meeting tight deadlines and shifting priorities
Interact with various technical teams, business owners and management at all levels of the organization, including external business partners, to successfully deliver on changing business needs.
Bachelor’s degree in Computer Science or Management Information Systems or commensurate experience
2-5 (+) years’ of experience:
Working with IT management metrics and dashboard reporting
Program and Project management
Microsoft Project, Microsoft Project Server
JIRA, Confluence, Atlassian suite
Prior experience supporting IT Governance in an organization is highly desired
PMP Certification or equivalent certification is desired
Agile certification is desired
Successful experience with software development and product cycles, including Scrum and Agile development techniques, such as release planning and tracking
Ability to process and assess complex procedures, practices and policies
Excellent problem-solving skills at the program/portfolio level
Excellent relationship-building, interpersonal savvy, critical thinking and communication skill
